Beacon Communities to Begin Construction on The Homes at Avon Park

New development will substantially increase affordable housing options in Avon by bringing 100 mixed-income apartments to underutilized office park.

 

BOSTON, MA — Beacon Communities announced the start of construction on The Homes at Avon Park, the first phase of a multi-phase redevelopment of an underutilized office park at 20 Security Drive in Avon, CT. Beacon will transform this site adjacent to downtown Avon into a mixed-income community with high-quality housing, resident amenities, and supportive services.

The Homes at Avon Park will feature a new-construction, 100-unit building with one- and two-bedroom apartments, 85 of which will be affordable to households at 25%, 50%, and 80% Area Median Income and 15 will be market-rate. Twenty-two apartments will receive operating subsidies through the Connecticut Department of Developmental Services Rental Assistance Program, with Oak Hill serving as the supportive services provider.

The Homes at Avon Park is located a quarter mile from the heart of downtown Avon, immediately adjacent to the Historic Farmington Canal Bike Trail and across from the recent commercial development anchored by Whole Foods.  The leading-edge sustainable community will offer a host of amenities including a community room and kitchen, fitness and wellness spaces, walking trails, a multi-use lawn, gardens, an outdoor courtyard and terrace, and a dog run.

“This is an exciting redevelopment project, and the type of partnership we hope to replicate in other towns and cities across the state that have underutilized spaces or buildings,” said Seila Mosquera-Bruno, Commissioner, Connecticut Department of Housing. “The town of Avon has taken a major step towards expanding and fulfilling the housing needs of their community and we cannot wait to see the completed development.”

The redevelopment is supported by a combination of public and private resources, including federal Low-Income Housing Tax Credits, soft financing from the Connecticut Department of Housing (DOH) and the Connecticut Housing Finance Authority (CHFA), and a 20-year PILOT tax agreement with the Town of Avon. Construction financing is provided by Bank of America and CHFA, and permanent financing will be provided by CHFA. Bank of America is also providing tax credit equity.

“The Beacon Communities project at Security Drive is exciting because it could be a model for other areas of that state that have similar suburban office parks in need of conversion to housing that will address our state-wide housing crisis,” said State Representative Eleni Kavros DeGraw. “Providing affordable units to Avon is critical for the future of our town.”

“The addition of housing near the Avon Village Center development has been a goal for years, as has adding housing through adaptive reuse of existing developments rather than development of open space,” said Dan Polhamus, Chairman, Avon Town Council. “Beacon has a long history of success in Connecticut, and we anticipate that they will bring forth a high-quality residential development that will both boost our affordable housing stock and bring new energy to the town center.  We’re excited to see shovels in the ground and appreciate all involved in this collaboration between the town, Beacon, and state and local representatives.”

The Homes at Avon Park advances Beacon’s commitment to resident-centered design and long-term stewardship in partnership with the Town of Avon. Phase Two of the project, known as Avon Village, will rehabilitate a vacant office building on site into 76 apartments and is scheduled to start construction in 2026.
